that is not PHP 7 compatible. Uninstall Services_Weather.

I've just loaded a server with Ubuntu 16.04 and it came with PHP
7.0.4. I was previously running Horde Groupware Webmail on Ubuntu
15.10 with no problems, but now, after using pear to install
Horde/Groupware/Webmail, I can get logged into Horde, but when I go
into administration and click on Horde, I get a fatal error:
syntax error, unexpected 'new' (T_NEW)
1. IMP_Application->exceptionHandler()
2. Horde_ErrorHandler::fatal() /var/www/horde/imp/lib/Application.php:620
I'll attach a file with the complete error. I've googled and someone
had previously had this error and a fix was offered with
http://github.com/horde/horde/commit/a77c83657a1398cbb7ed89408118460d8499ecd4
, but I've checked and that fix is already in my installation.
