This is mostly done for Git master. Still some tweaking/improvements to be made - especially in the Metar block, but this gets rid of the dependency.

Horde_Service_Weather has not replaced the Metar/TAF reporting functionality provided by Services_Weather. However, I agree going forward we should drop support for this since the package is unmaintained. Ideally, port the functionality over to Horde_Service_Weather.

pear.php.net/Services_Weather is unmaintained and obsolete. It has been replaced by Horde_Service_Weather. Current git master may be time to drop this dependency and the related file horde/lib/Block/Metar.php.
