Still some tweaking/improvements to be made - especially in the Metar
block, but this gets rid of the dependency.

functionality provided by Services_Weather. However, I agree going
forward we should drop support for this since the package is
unmaintained. Ideally, port the functionality over to
Horde_Service_Weather.
