I can think of a few ways to handle this, but this doesn't make sense
to me as a feature. You could use save as new to clone the event, but
it really sounds like for those meetings you ought to be using the
email scheduling (attendees) support.

This suggestion from the department secretary:

"Is it possible to save an event in two or more calendars at once?  If
the calendar selection widget allowed multiple selection, it would
make things much easier when I have to add an event to several
calendars."

I suggested that she use the group calendar (which everyone in the
department can read), but she pointed out that sometimes she has to
arrange meetings that not everyone in the department should (or needs
to) know about, and in these cases she has to add the event to each
calendar individually.
