Since you now need command line access for installing Horde Groupware anyway, a command line setup script is sufficient too. At least until we support non-CLI installations.

It would be nice if the current datatree configuration and creation script (setup.php) for both Groupware and Groupware Webmail Edition are made available in a web browser viewable PHP script. This option would make the installation and configuration of the Groupware package infinitely easier for those of us using webhosts that doesn't provide any sort of shell access.
