Why do you think it's an incorrect value? Have you defined the tmp dir in php.ini? In Horde's conf.php?

Going to Administration -> Setup throws the following error: Warning: file_exists() [function.file-exists]: open_basedir restriction in effect. File(/horde_setup_upgrade.php) is not within the allowed path(s): (/var/www/mail.mydomain.org/htdocs:/usr/share/GeoIP/) in /var/www/mail.mydomain.org/htdocs/admin/setup/index.php on line 198 I suspect this is due to the function "Horde::getTempDir()" returning an incorrect value.
