Because you can't develop it, and no Horde developer will sign an NDA 
for information that he'll disclose as soon as he writes that driver.

why is this moot? squirrelmail has a plugin for barracuda, why can't horde?

I would have done so if I was able to.  Their support helps those that 
contact them, but the information they give out is "propietary and you 
are not to release it in any form to others".

Then it'd be most helpful if you added that information they gave you 
to the ticket so that if someone else does do it they don't have to go 
poking themselves.

    I'd love to be able to implement SPAM reporting to a barracuda 
appliance.  Barracuda Support (support@barracudanetworks.com) has 
provided me with the information that needs to be passed to the 
Barracuda box through a url, its just a matter of me being able to 
code it.  This might be beyond my abilities, and thats why I've 
requested this to be an enhancement.
