Just configure mime_drivers how you want it.

This is the default setting. At least as far as I was able to guess from your comment what you want. Whenever I open HTML mail, I have to click of the 'view' link rather than just displaying the text. I don't believe it is the default setting or any setting for that matter -- I couldn't find it.

A user should be allowed to view their messages as just plain text as an option.
