The Options button has been removed from that page, it doesn't make much sense there anyway.

I have set permissions on Horde so that only the administrator can actually get to the main portal page (ie we only want to use it for Imp right now). If a user clicks on the problem icon the problem reporting box appears as expected. There is an "options" button at the top (for reasons unknown) and if you were to press it it brings you to the portal page rather than your setup options page. Now this is just a blank page with the layout, etc. buttons at the top -- but since regular users have no premission to be there none of the buttons do anything.
