Solved, in /etc/apache2/envvars uncomment line to use the system default locale . /etc/default/locale

After upgrade Debian 9 to Debian 10 Horde suddenly change language to english. In prefs.local.php is locked cs_CZ but even after I unlocked it and choose any other language Horde is still in english only.
