This is not true.

The default user preference for this is, indeed, to not save attachments.

However, they are incorrect in saying it has to be set for every 
_email_. It's a user preference that can absolutely, easily be changed 
by the user or globally by the administrator of the server.

Web host (FastComet) insists the default for Horde 5.2.22 is not save 
attachments with sent messages for any email accounts used with Horde. 
  It has to be enabled manually for each and every email.  RoundCube 
saves attachments with sent messages as users would expect.  Is this 
something that will be changed with Horde 6.0?  Otherwise, please 
direct me to literature as to how this default configuration setting 
can be adjusted with Horde 5.2.22.
