time the letsencrypt ssl certificate expires. Either the certificate
is not renewing or the webservers are not reloading the new
certificate before expiration. This prevents access to the pear
modules for the typically one day duration.
We avoid this scenario on servers that use letsencrypt by scheduling
renewal before expiration and reloading webservers immediately upon
certificate renewal.
