Error getting channel info from pear.horde.org: Connection to
`ssl://pear.horde.org:443' failed:
Nothing to upgrade
Using the browser to visit pear.horde.org, I discovered that the Let's
Encrypt certificate is expired since December 26th (!).
I never liked the new pear install and upgrade method because it takes
away control.
This is a whole new reason.
