Can confirm, your SSL cert has expired. Had to temporarily remove Horde from my docker build because of this. To replicate the issue: pear remote-list -c horde Connection to `ssl://pear.horde.org:443' failed: OR: Visiting https://pear.horde.org/ gives an SSL warning and attempts to dissuade me from continuing to the site.

The ssl cert for pear.horde.org has expired. Can't get updates or run an install.
