There are notices dumped to the log, if error_reporting is set too
high, but nothing that would cause broken behavior. If you HAVE found
*broken* behavior feel free to file a bug report that specific issue.
However, code producing notice messages is not a reason to say a
library is not supported under a specific version of PHP.

"PHP 5.3.0 or above". If PHP 7.1. is not supported, e.g. because
Horde_Form needs lots of refactoring, then the requirements shall be
updated accordingly.
