Still cannot reproduce.
I've tried again, and now it does in the other way ... it's always 
logging me in Dynamic mode:
1. Open a clean browser (i.e. Chrome)
2. Go to http://demo.horde.org
3. Login as demo/demo in Basic mode and in any other lang different to 
English (i.e. Deutsch)
4. You get logged in Dynamic mode (not Basic)

Yes.
I've tried myself  on Linux + Firefox & Chrome
And my workmate David has just tried on Win7 + Explorer and the result 
is the same.
It always goes to the basic mode whatever you select in the login form.

Even if you set the mode to "Dynamic", i.e. not to "Automatic"?

I've just tried on demo.horde.org:
- user: demo
- passwd: demo
- mode: Dynamic
- language: Spanish

After login the interface shows in English (correct) but with Basic mode

Works perfectly fine, e.g. on demo.horde.org.

How to reproduce:
- A user has set a preferred language via Global Preferences. For 
example: English (American)
- The user logouts
- Next time the user tries to login, if he/she chooses another 
language at the login form, he/she is forced to the preferred language 
and to the Dynamic mode (whichever it's the selected mode)
