Then don't set the notoolbar option.

That's how the 'notoolbar' option is supposed to work.
Maybe consider it a RFE then. It is dissatisfactory and misleading for 
a user to sometimes have and sometimes have not access to user settings.
Like on the last NOKIA phones :)

Some applications (like Astral) have no entry in the toolbar ('status' 
=> 'notoolbar') but they do support user settings. The menu entry for 
such an application is not present in the auto-expanding menu (the 
little cogged wheel icon). One needs to select some other setting 
(like general settings) and then use the navigation menu on the upper 
right corner of services/prefs.php.
