But I didn't ask this on a mailing list, but opened a ticket (i.e. _I_ 
don't want to the answer, I want everybody to know).
What issue? People that need accounts, have accounts. Functions 
necessary for reporting, commenting, and tracking/following reports 
are available to the public. If you feel it necessary to make this 
information more visible, the FAQ on the wiki is a publicly editable 
document.
The issues I listed above (missing info in the FAQ and missing link at 
the login page).

Whilst it's helpful to get missing information it's always strage to 
get replies to issue reports as if they were support requests.

Are you planning on dealing with the issue(s) raised in the report?

One can comment on any ticket without registration.

Ticket status changes are only done by project maintainers.
Whilst it's helpful to get missing information it's always strage to 
get replies to issue reports as if they were support requests. Are you 
planning on dealing with the issue(s) raised in the report?

It'd be helpful to know whether or not (if yes how) one can register 
to be able to comment on tickets and control/request their status. 
Details:

   * The login page https://bugs.horde.org/horde/login.php should have 
a registration button xor a statement that there's no registration 
possible (or that you have to do some ivory tower registration like 
some projects do, e.g. post to a mailing list to get an account)
   * The FAQ should contain a statement who can register and whether 
contributions are welcome
