See the mailing list discussion. This is a bug in the PEAR installer, 
and for now you can access pear.horde.org via HTTP again. But in the 
long term it needs to be fixed in the installer.

pear.horde.org was configured to use https in April? / May? 2016.
pear itself could fetch packages from a pearserver using a http proxy 
( squid for example )
But pear is unable to fetch packages from a https pear server via proxy.
This is simply not implemented :-/

At the end I cannot update horde instances behind proxys. That may 
introduce security problems.
There was a discussion on the mailing-list in june 2016 without results.

so I open this ticket to track the issue...
