You may not have uptodate CA certificates installed on your system.
Hi Jan,

I am pretty sure that my certificates are current. Also a manual check 
with openssl works.
But lets see what the list says.

Hi,

as pear.horde.org changed the certificate to letsencrypt, the 'Check 
for newer version' function does not work anymore.
The error is:
Problem with http://pear.horde.org\/packages.json: fopen(): SSL 
operation failed with code 1. OpenSSL Error messages:
error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate 
verify failed. fopen(): Failed to enable crypto. 
fopen(http://pear.horde.org\/packages.json
