I can only guess what you are trying to tell me. If you don't want IMP 
to send Japanese messages in Shift_JIS, upgrade to IMP 4.0.

This makes absolutely no sense, and the ticket was in the wrong queue 
and the wrong version.

By historical reason, iso-2022-jp string sould be mime encoding 
(base64) in the mail header.

I attache a sample patch to resolve this.
