I think I should move this to a mailing list for more help. Is this 
sort of question best posted to i18n@lists.horde.org, or 
horde@lists.horde.org? Here's another update until then.
Either is fine, but you will get more help with the translation tool on i18n.

I'm still trying to work within the system, so I tried 
"horde-translation update -m horde -l en", and it said it reported:

And the horde/locale/en directory is still empty (other than the 
help.xml file). Am I missing some of the source translation files, 
maybe they need to be pear installed?

This is good input, but it still seems difficult as I'm not changing 
one of the translations, I'm changing the English phrase that is being 
translated. I.e. I'm changing the key not the value. This means I'd 
have to update all the various translations to reference the new 
phrase. Also, if I change the locale files like this, wouldn't they 
potentially be overwritten with the next update?

I've received input that the default problem reporting feature is 
nice, but that some would prefer to also use it for general purpose 
questions or feedback to our support staff and think the phrase 
"Problem" is a little more negative than they would like. I'm 
wondering if the problem report feature could optionally be named 
something arbitrary, like "Feedback" or "Questions", etc.
