1) The lack of any other folders in the drop-down, even though in
IMP, my folders show up in the folder list when I click "Show All
Mailboxes" in the "Folder Actions" drop-down.
That's the point. Ingo uses IMP to retrieve the folder list (by
default, it's a setting). Thus you will see the same folders in both
apps. And that's exactly what happens. If you have click "Show All
Mailboxes" in IMP to actually display your folders, then you are 1)
using IMAP subscriptions, but 2) didn't subscribe to those folders.

Cannot reproduce. Do you get this with other rule types too?
Yes.  If I go to the "New Rule" page and choose "Deliver to
folder...", the folder drop down includes the basic options as before.
How about the webmail interface? And in which way are those three
folders canned?
By "pre-canned" I meant that they are obviously coming from the code.

A few more things I have discovered:
1) The lack of any other folders in the drop-down, even though in IMP,
my folders show up in the folder list when I click "Show All
Mailboxes" in the "Folder Actions" drop-down.
2) I don't have a "Drafts" folder (I just deleted it) and now it's not
present in the drop-down.  This means that Horde is not the list of
folders from the server, just ignoring most of them.

I suspect this is a problem with Ingo, not the core IMP code or the
IMAP back-end.

I have a standard Horde webmail config, with auth via Imp, which is
configured with basic IMAP via localhost.  I have Sieve set up as the
backend for Ingo.

Problem is, when a logged in user goes to the Spam settings page, the
"Folder to receive spam" drop-down doesn't allow them to choose any of
their folders, only the pre-canned list {Inbox,Drafts,Sent}.

I've attached ingo/config/backends.d/sieve.php
