No, seems not to be fixed.
I updated my Horde installation during the weekend and sent some 
appointments from my company Outlook to my horde and have the same 
problems.

Do you have any clue what the problem could cause?
Sounds like a duplicate of bug #11688 which is fixed too.

Cannot reproduce. Please make sure you have the most up to date PEAR 
packages installed - especially the Horde_Icalendar package, as 
there were recent fixes related to certain Timezone definitions.
Hi Michael!

I use a Debian 8 Server and constantly update my Horde installation. I 
have Horde_Icalendar 2.1.2 installed which seems to be the newest 
version when I check for updates in Horde.

I'm quite confused that you are not able to reproduce the problem. Can 
you imagine some configuration issues in my Horde installation or on 
my server? I have the problem since years now.

Hi there!

When I send a meeting invitation from Outlook to my Horde server, the 
webmail application shows the correct meeting times. When I accept the 
invitation and import it to my calendar, the meeting is 1 or 2 hours 
too late, depending on summer/winter time here in Berlin GMT+1 time 
zone.

I submitted the bug already a year ago (Tickets #13100) and Jan 
already commited some fixes. I thought the problem originates from the 
Exchange server, but it also appears when Outlook is used with a 
non-Exchange mail account. Unfortunately, the fixes that were made did 
not solve the problem.

Please find attached a test meeting invitation as raw email.
