Agreed. In fact, I thought I had already created a configspecial for map configuration for Ansel, but I guess that was only a memory of a @todo :)

$conf['maps'] is currently defined in Kronolith only, but used in Horde_Core_HordeMap. I suggest we move the configuration to Horde, so the mapping stuff could be reused elsewhere, e.g. Turba.
