No. This is the whole purpose of using the .local.php file in the proper way.

If after reading the instructions at the top of mime_drivers.php you 
still have questions, please use the mailing list. This is not a 
support forum, but a bug tracker.

But if horde gets an update, the local file might be improper for the 
new version and break the whole service.

Yes. Properly configure mime_drivers.local.php.

hi,
When horde updates we get complaints by many users.
Inline HTML display is turned back to OFF on update.

Any way to make this particular value stick through udates?
