What exactly does it mean, is the client requesting a sync for a folder that does not exist or is it a protocol error? As I said, the client is initiating a synchronization, but it is failing to indicate which folder it wants to synchronize. Without the FOLDERID, it's impossible to say which folder it is talking about.

The client is sending an empty value for the FOLDERID node, which is not allowed and actually makes no sense since this is the only way to identify the folder the client is requesting a sync for.
