You don't have $conf[share][any_group] enabled in the share configuration. This is a support question, not a bug report. Please use the mailing lists to ask for support. http://www.horde.org/mail/ contains a list of all available mailing lists.

When adding "permissions" to an address book, the dropdown list for Groups only shows groups for which the user is a member. It should be possible to select a group that the user is not a member of.
