So, you are saying that Thunderbird is adding the event to it's own calendar? Is the status of the event that it adds correct? Either way, this is not a Horde issue, as it is TB that is adding the event, not Horde/Kronolith/IMP/etc...

Rejecting an invitaiton in Thunderbird/Lightning sent from IMP, adds the invitation to the calendar in Lightning of the rejecting user, however, the organizer of the event receives the mail informing about the rejection.
