the server's fault.
likely, your server can't connect to
ftp://ftp.iana.org/tz/tzdata-latest.tar.gz and you have not configured
an alternative location for the timezone database in
$conf[timezone][location].

My Mail server offers 3 email client. RoundCube, Horde 5.1.1, and Squirrel.
Horde - The time was by default set to 0, I selected America Toronto
to get EST -5 but we are currently in DST. The mail is one hour off
and no direct way to correct for this. The work around is to use a
timezone that is correct for this time and then change it when DST
ends. Not elegant.
RoundCube get the right time by default. Not sure how but it does.
Squirel allows Time zone selection with the server time being the
default and the server happens to have the correct time so it works.
Again not elegant but it works.
I searched the bug/enhancement list and did not find any reference to
Daylight Savings Time so perhaps this is fixed somewhere or is not
important to many.
