The library hasn't been changed in years, so it has to be Chrome.

The Webnotifications API doesn't specify when notification should be 
closed, it's up to the user agent.
It seems that in the meantime, either Chrome or the library you're 
using to display web notifications has made changes that cause the 
notifications to timeout and close after a little while. I think it's 
safe to close this request.

The Webnotifications API doesn't specify when notification should be 
closed, it's up to the user agent.
It's possible to close them manually though, so we should do that 
after some time.

This sounds like a browser issue.
Maybe, but notifications from other web pages do time out. It's just 
Horde that stays in the notification area until explicitly acknowledged.
Why?  It's a new message in that mailbox.

Newmail notifications != notifications only on the first time the 
message is delivered to the server.
Yes, but from a user perspective, if I choose to manually move an 
email message to another folder, I don't need to be told about it 
afterwards. I think at least it qualifies for a folder/message 
handling option.

When IMP displays new mail messages in the Chrome browser's tray 
notification window, the tray window stays open (at least in 
Ubuntu). A timeout should be added that hides the window after a 
while so the user doesn't have to click it.
This sounds like a browser issue.  At a minimum, it is not a Horde 
issue (we use this code to display web notifications -   
https://github.com/auchenberg/WebNotification.js/ - so worst case is 
that the error is in there).
Also, the notification should not be displayed when an email message 
is moved to another folder.
Why?  It's a new message in that mailbox.
