This is the correct behavior. Not only are STYLE tags are a potential XSS hazard, but they allow a user to circumvent attachment limits.

After past HTML code directly on CKeditor using source button, message looks fine in editor. Bu after send it or store it as a draft, all style tags get stripped, so mails are sent without any style applied. Note: This started to happen after update to 6.2.3
