ONLY 3 short formats to config date... all of them wrong & unofficial.

Still a bug.

Look, attaching two screenshots from the Horde used by a web hosting 
service for configuring the date. The second figure shows there are 
only 3 short date formats to choose from.

"..already WAY too many?" Don't think so. Most people can even count to 4...

There are already WAY too many as it is.  It makes zero sense to show 
additional formatting definitions to users in certain locales that 
will never be used.

If you are changing locale data, and you are not seeing a 
corresponding change in PHP, then either your system or PHP is broken.

We are using the C-standard strftime definitions, so you need to look 
into your system regarding its behavior.

Also, it's not in the Operating System locale definitions. These can 
be changed on the MacOSX (Mavericks) to the correct one's:
dd.mm.yyyy
This does nothing to the Horde definitions..

Besides some hardcoded examples, the list also contains the formats 
that are defined as the correct date format for the current locale 
as provided by your system. If those aren't correct, you need to fix 
your operating system's locale definitions.
Contacting every Web hosting service in the world that use Horde 
doesn't seem like a effective way to make the change. Maybe it would 
be better to hardcode more scroll menu alternatives? Not that 
difficult either.

In the Horde menu Settings > General Settings > Language and time
(* names may be different in English version. I'm translating from Swedish.)

The alternatives 'select how date is shown' (long and short format) do 
not have a single alternative that's completely correct. The official 
date format (SFS 4175) in Finland is dd.mm.yy (short) and dd. month 
yyyy (long). As far as I know, this is the correct date format and in 
use in a number of countries in the world. Should be an easy fix.

The closest current alternatives is to use the partly wrong date formats:
Monday, 20 October 2014 (long)
Mon 20 Oct 2014 (short)
