The method of sending attachments is a policy decision and must be
made by an admin.
Allowing users to select how to attach their messages was/is a
usability nightmare. (There may be a few advanced users where this
option might make sense, but nowhere near enough to justify
maintaining in the code.)

send attachments as links like in older versions.
Our users often send attachments (up to 1-2MB) to our mailing lists
that obviously have a lower weight limit.
Configure IMP with a lower treshold of 10MB to send all attachments
as links has a strong impact on their usual behavior.
