That's group syntax. Which has been valid for 30+ years (since RFC 822). https://tools.ietf.org/html/rfc5322#appendix-A.1.3

IMP generates an invalid To: field when using a mailing list. Ex: To: moi: patrick.timmons@polymtl.ca, xxxxxxx@ymail.com, xxxxxx@yahoo.com; 'moi:' is the list name and is kept in the sent message. This causes an error when replying to the message. Tested with Thunderbird.
