I don't see this. The pref is meant to be used as a default value for
the gallery property form. The actual value for this is *always* taken
from the share. I.e., from the value that is displayed when looking at
the gallery's properties.

default for this value.
For example, if user-pref is set to anyone, then ALL gallery will
always be available to download the file even if the gallery setting
