Marking as Not A Bug, since I can't reproduce and nobody else is 
reporting. If reproducible method of replication behavior can be 
found, will reopen ticket.

Can't reproduce with any browser.  Including FF 31 on Linux Mint.
While I have 100% reproducibility, I'll let this issue sleep until I 
run the next PEAR update (a matter of days).

When composing a new message via dynamic view, I can only add two 
attachments via the "add attachment" link on that page. After two, the 
file selection dialog will not pop up after clicking on "add 
attachment".

Saving the message as draft and immediately continuing on that 
message, allows me to attach the next two files. "save", "resume 
message", 2 attachments, save... ...  ...

I can still add files via drag 'n drop. But even if I add a third, 
forth attachment via d&d, clicking the link will not open the file 
selection dialog.

I've seen this with earlier versions of IMP, too (although not earlier 
than since about 3 months ago).

Browser is always Firefox on Linux, but different versions and 
machines, with individual profiles, too. Watching the Firebug console 
during the operations does not reveal any error nor warning.

It feels like the "onclick" handler for the "add attachment" link 
somehow gets lost.

100% reproducible for me.
