This should be fixed in CVS and 3.0.5.

When setting up a layout I have 3 boxes down left side (mail: folder
summary; task summary; google search) and one box on right side which
I want to take up the full height of the page, to display an external
web page.

When I click on the large down arrow to expand this box, I receive the
following error:

<td class="headerbox" valign="top" width="

Fatal error: Unsupported operand types in /*path to
horde*/horde/templates/portal/edit.inc on line 15

When in "home" view, the layout frames are as I intended, but the
external page only occupies obout 30% of the vertical height of its
frame.
