Check for a broken/zeroed sidebar_width preference.
Thank you, i used pear to install horde webmail, i don t find lot of 
docs, i dont know where ton find sidebar_width preference ?

Never seen that. Maybe some stale browser cache or broken cached CSS 
files on the server.
I tested with IE and Firefox, clear cache but no change. How to check 
broken cached css files on server ?

With a fresh Horde Groupware Webmail Edition 5.1.3 install, i got an 
overlapping top left panel like in the attached image
