I'm going to resolve this since it doesn't appear to be a valid bug.

Either the users are not allowed to use folders (in the IMP 
configuration) or the server is a POP3 server.

Not sure if this is a new release problem or not.  I am not sure which 
release came with the last website I am managing but I do notice that 
the interface is different than previous.  There is no option to move 
documents to different folders or mark documents as "read" or 
"unread".  Here is an example of a current mail program I am using.

I set up a user named joe with the pass of newuser on both.  The one 
that seems to have all the features that it should have has a dark 
blue back ground and the new account has light blue.
