The code to upload PGP keys to a public key server is currently smart enough to detect whether a key exists on the server already. This keeps the user from updating the key on the server though. We can't change keys in IMP yet, but it can be changed outside of IMP. We should allow re-submission of PGP keys, and maybe notify the user whether the key was added or updated.
