(that is: he cannot assign a ticket to others)? This could help to
avoid the need that someone with higher permission has to assign a
ticket.

- needing to add someone to a queue that they already have access to
just to assign them a ticket doesn't make sense. It does make sense to
have a default set of users that get email about tickets in a queue,
but it seems like having a "watch queue" setting (similar to watch
ticket) fits that better.
