Rewrite the ticket UI to use a custom form renderer, so the ticket 
display isn't just a list of data. Organize things in sections, 
perhaps 2- or 3-columns. Add more intuitive action links. Use the 
nicer CSS from the incubator Horde_Form.



Eventually, make the custom form renderer use Horde_View, and have the 
actions rendered by horde_view_helpers. Those helpers should generate 
html like the current incubator Horde_Form does, that looks semantic 
and readable without css, but that we also provide a default css for. 
How to distribute that as part of a package is debateable (don't want 
a copy with every app, but also want a much less heavy "base" horde 
install).
