This has been implemented in CVS HEAD (IMP 4.2) already.

Currently, IMP will offer spell-checking (if aspell is installed and 
configured) using the language also used for the front-end.

If I use the German version of IMP, spell-checking will always treat 
text as German.

It'd be nice if the user could choose which language to use for 
spell-checking. E.g. if aspell-de aspell-fr and aspell-en are 
installed on the system, IMP should offer a choice of Deutsch, 
Français and English in a drop-down menu. I think spell-checking is 
most useful when not using my mother tongue.

I'd be willing to sponsor this one.
