This has been fixed in Horde CVS and 3.1.2.

The problem is that the config tags can only deal with either booleans or strings, not with both at the same time. I have no idea how to fix this at the moment.

When the parameter $conf['server']['params']['default']['hordeauth'] is set to true, if I load the admin web page of vacation, the corresponding parameter: *Should we log the user automatically in with the username and password he uses to login to Horde? is set to No. Works if $conf['server']['params']['default']['hordeauth'] is false or full
