This is indeed completely out of IMP's scope. If at all, it's a PHP or browser issue.

I've seen a lot of previous issues put in about file attachments in IMP, but I don't think I've seen anything exactly like this. Users have reported, and I have verified, that users who have documents open (ie. word, excel) will get a "page can not be displayed" error when trying to send an email with that file attached. This may be a Windowsy bug, and may be out of IMP's realm... Our entire campus runs XP SP2. My apologies if this isn't actually IMP's fault. I love the Horde project! Thanks Greg
