The issues has by now been reported multiple times at
https://gitlab.gnome.org/GNOME/evolution/-/issues/2221
However, I'm not sure whether this is really a horde bug, as I'm able
to create appointments from my mobile phone (also using CalDAV)
without any time-shift issues.

I don't know if I chose the correct Queue Name and Version. We do have
Horde 5.2.23 in our company (I'm no admin) with a web interface for
Mail, Calendar, Address Book, Tasks, Others. I didn't find 5.2.23 in
the Version list. Please re-direct to the correct queue if necessary.
Horde has an issue in combination with GNOME Evolution which
re-appered these days. It was described and analysed on:
https://gitlab.gnome.org/GNOME/evolution/-/issues/1840
It has something to do with the current date, daylight saving time and
time zones.
Currently, I do face the issue using GNOME Evolution 3.44.4-0ubuntu1
(non flatpak).
Please do take a look into that issue since I can't use my Evolution
to schedule meetings any more. At least in my company we have at least
two people affected by the bug and GNOME Evolution meant that this
needs to be fixed with Horde as far as I understood it.
