that file is there on github, but not from the download at https://pear.horde.org/get/Horde_Core-2.31.1.tgz

There is a phpunit.xml.dist in the root dir now, which is loaded automatically by phpunit.

seems to come with the the deletion of phpunit.xml in folder test.
