I can't reproduce this, and with changes I just made to fix other 
problems, it should be even more impossible. Resolving.

Oops, I didn't. Sorry. But what is it good for to set 
$conf['menu']['always'] to false
when it behaves buggy then?
... how am I supposed to respond to that? I was asking an 
informational question. If there's a bug it'll be fixed. I can't tell 
you what good it is.
