All section are hidden if the form is rendered Inactive.
Some code are missing in the function renderInactive (
framework/Form/Form.php).
Since the script form_sections.js use hidden form instead of the
cookies, the renderInactive function must create the
<!--a75c305b1c0a6022--><form></form> tag.
Patch will be posted to dev@ lists.
