I've experimented some more and have found there's only 1 instance 
where this occurs.  To reproduce, do the following.  a) Set an initial 
app in prefs.php, I used 'whups'.  b) Enable 'Always display Horde 
frameset' in Horde config.  c) Goto the http://horde - the initial 
application comes up.  Now, click "Login" in the menu and login.  Two 
framesets appear.



Conversely, I added a 'Horde' button at the top of my initial app and 
disabled the 'Always display'  When I goto the site, and click on on 
Horde to get to the login page, the page display works correctly.

If I set the value to an application, when a guest goes to the site, 
they are properly redirected to the application specified.  If I then 
click login, and login, I get 2 menu's with no initial application.



I've tried setting initial application to 'horde' and still get the 
same results.  The only thing that works is just the standard ''.
